The Public Health Data Standards Consortium participated in the development of the Health Care Service: Data Reporting Guide for public health reporting. This guide is based on the HIPAA implementation guides, specifically the claim and encounter transaction standard, but includes data elements that specifically address public health data needs for encounter data, including specifications for data elements such as race and county as well as a limited set of clinical data elements.
