State Alliance for eHealth / National Governors Association

State Alliance for eHealth / National Governors Association was designed to build state government consensus across jurisdictions on many issues related to health information exchange (HIE), including privacy and security. Launched in October 2006 by the National Governors Association Center for Best Practices, under a contract with Office of the National Coordinator for Health Information Technology (ONC), the State Alliance was composed of state governors, legislators, high-level officials, and technical experts.

The State Alliance had three taskforces:

  • Health Information Protection Taskforce was focused on privacy and security and development of solutions identified by the Health Information Security & Privacy Collaboration (HISPC);
  • Health Care Practice Taskforce was focused on licensure issues, state laboratory laws, and liability concerns;
  • Health Information Communication and Data Exchange Taskforce was focused on opportunities for publicly funded programs (e.g., Medicaid) to participate in health information exchanges.

The State Alliance produced a series of papers, tools and resources to assist states implementing health information exchange.
