Overview:
The Health Information Security and Privacy
Collaborative (HISPC) was established by RTI International under
its Privacy and Security Solutions for Interoperable Health
Information Exchange contract with the Agency for Healthcare
Research and Quality (AHRQ), awarded in September 2005.
RTI International, working with the National Governors
Association Center for Best Practices, has subcontracted with 33
states and 1 territory to leverage input from state leadership
and a broad range of stakeholders in health information exchange
to assess variations in privacy and security practices and
policies at the organization level and the legal bases for such
practices and polices, where applicable.
HISPC's goals are to:
1. Identify both best practices and challenges
2. Develop consensus-based solutions for interoperable
electronic health information exchange (HIE) that protect the
privacy and security of health information, and
3. Develop detailed implementation plans to implement solutions.
The consensus-based solutions and implementation plans that are
developed through this work could have far-reaching implications
for everyone as we move toward achieving the goal of having
nationwide interoperable electronic health records.

PHDSC Involvement: As part of its commitment to providing active leadership,
participation, representation, and project support to issues
pertaining to data privacy and security, PHDSC representatives
currently serve as members of the RTI-HISPC Technical Advisory
Panel to help guide the project activities.
