10 a.m.-10:15 a.m. Welcome and Introductions

10:15 a.m. -11:15 a.m. Achieving a consensus on the PHDSC’s vision and mission

  1. How much of the Consortium’s focus should be on HIPAA standards and implementation versus a broader data standards perspective for public health and health services research?

  2. Can we agree on a phased approach, with a very broad vision encompassing standards for public health but a strong, short-term focus on HIPAA standards and implementation?

  3. Should our short-term educational efforts be primarily HIPAA driven?

  4. Should the Consortium develop partnerships with SDOs (X12, HL7, NUBC, and NUCC) for developing the broader vision of data standards e.g., vital statistics, if so, how should the Consortium facilitate this collaboration?

11:15 a.m. -12 noon Establishing the Overcoming Barriers/Strategic Planning Work Group (OB/SP WG)

  1. How well do the educational strategies align with the barriers as listed in the Education Strategy report? (review matrix)

  2. Which of these barriers/strategies are likely to be addressed by one of the other Work Groups? (also to be discussed later)

  3. What guidance should we give the Work Group for identifying the highest priorities for addressing the barriers and the strategies?

  4. How might this Work Group coordinate with the other PHDSC work groups’ activities?

12 noon-12:15 p.m. Break (Working Lunch)

12:15 p.m.-1:00 p.m. Establishing the Overcoming Barriers/Strategic Planning Work Group (OB/SP WG) (cont.)

1:00 p.m.-2:00 p.m. Establishing the Web-based Resource Center Work Group (WRC WG)

  1. How can the resource center be used to leverage the short- and long-range goals of the Consortium?

  2. Would the short-range goals of the resource center focus on HIPAA education and implementation issues e.g., the Health Care Services Data Reporting Guide (HCSDR) and, if so, how should the Work Group proceed? How would the WRC WG work with the HCSDR WG?

  3. Should the Consortium develop partnerships with regional HIPAA efforts e.g., WEDI, SHARP, Medicaid, in the implementation of the HCSDR guide. If so, how should the Consortium facilitate this collaboration?

  4. Would the long-range goals of the resource center encompass the broader vision of uniform health data standards e.g., registries, vital statistics, laboratory and Medicaid encounter data, etc., if so, what would the plans be?

  5. Can the Web-based resource center be a bridge to incorporate broader public health data standards issues?

  6. How should this Work Group coordinate with the other PHDSC Work Groups as well as the activities of other local, State, and national organizations promoting national standards development?

  7. What other guidance can we give this Work Group in developing its Work Plan?

2:00 p.m.-3:00 p.m. Establishing the Securing Funding Work Group (SF WG)

  1. How should this Work Group go about securing funding for the other work groups’ activities e.g., the Web-based resource center, HIPAA education, and other longer range goals?

  2. Identify the high priority projects for obtaining funding.

  3. How does the SF WG integrate its activities with other local, State, and national organizations promoting national standards development?

  4. What other guidance can we give this Work Group in developing its Work Plan?

3:00 p.m.-3:45 p.m. Discussion of partners involved in Work Groups

  1. How can the PHDSC membership organizations (the major partners such as CSTE, ASTHO, NAPHSIS, NAHDO, NACCHO, and AHSRHP) assist in recruiting active participants for the necessary activities (Work Groups) vital to success of the PHDSC’s vision and mission?

  2. What type of outreach do the PHDSC membership organizations need to make to their members?
